Germany, clearly. Public universities charge no tuition (only a small semester contribution of roughly €150–350), and even the English-taught private route Craydel works with — around €12,000 a year — is well below typical UK and Canadian tuition.

Two honest caveats for Germany: the free public route is usually German-taught and needs strong German (often C1) plus direct or university-assisted application; the low-cost English-taught route is at private universities at around €12,000/year.
